Who must comply
- Basic registration: turnover up to ₹12 lakh
- State licence: above ₹12 lakh up to ₹20 crore (with some capacity limits)
- Central licence: above ₹20 crore, importers, exporters and some categories
Time limits
- Licence or registration before starting the food business; valid for 1 to 5 years
- Annual return (Form D-1) where required, by 31 May
If it is missed
- Running a food business without licence: imprisonment up to 6 months and fine up to ₹5 lakh (section 63)
- Late renewal and late annual return attract fees per day
